Somebody does wire comb binding in the Baltimore - Washington DC? I need to find a printer who can comb binding WIRE (not plastic) for a graphic standards manual, which I produce. Except that if you can add if you know someone who does di-cut, it would be great. This will be a quick job, I do not need hundreds of them.

Firstly, most copy shops will do the wire comb binding, and other forms.
But for your purposes, you may need an office full service printing. In other words, an old print shop shaped.
Cutting is an expensive process dies still tend to be made by a worker process Intesa and must be run on a machine special. If you do not get specific locations here on YA, and then you will have to get your local phone book and start looking under "Printers".
The wire binding small job can be done cheaply enough importance that the cut will cost, no matter how you want to do.
