Commission Chairperson Mary Woolridge, D-3rd District, said the order should be sent to the health department of the city for public hearings before any action taken.Lauren Anderson, executive director of LMAPCD, told the Metro Council that proposed order is necessary because Metro Louisville is out of compliance with the federal government's clean air, and that if the ordinance is not adopted, LMAPCD will try to get the roadworthiness of vehicles increasingly unpopular emission (VET) restored.

The draft ordinance would outlaw allowing a vehicle to sit idle, while not moving, but would allow a number of exceptions. Drivers actually stopped in traffic or waiting for a signal change, are not covered. Similarly, drivers would be allowed to wait in a drive-thru of their Big Macs to be delivered.
